Shortly after the secession of the state from the Union on 20 December 1860, South Carolina established a Coast and Harbor Police, later to be known as the South Carolina Navy. Its ships included four steamers (Lady Davis, Catawba, Gordon, Seabrook) and 3-4 small sail ships, each armed with a single gun. The officers came from the United States Navy and the sailors were recruited from the merchant marine. In January 1861, Lieutenant Commander James H. North was given command of the Coast Police; in early February, Captain Duncan N. Ingraham was appointed Senior Captain of the [Naval] Service. The South Carolina Navy merged with the Confederate States Navy in April 1861.
