In southern China, Guangzhou (Canton) and the delta of the Pearl River, the Japanese occupation forces set up the Guangdong Provincial Government on 21 December, 1938, under the dependence of the Reformed Government of China.

In 1939, the Japanese Navy recruited local sailors to form the Higher Naval Inspection Corps to patrol the Guangzhou waters and monitor merchant traffic with Hong Kong. It also collaborated with the Japanese Navy on minesweeping work. The force consisted of about 500 men with several seized small boats. In April 1940 it was absorbed by the collaborationist Navy of the new Wang Jingwei government.
